Here's a naive answer to a complex problem. Terrorism is not born in a vacuum; it is a reaction to something objectionable. Stopping the objectionable behavior may curb the tendency towards terrorism. Then again, it may be quite wishful thinking; some people never let go of the past, and would blame me for the sins of my distant ancestors.
Here's a much ruder answer: rescind the policy of never negotiating with terrorists. Invite them to the table, then fuck 'em hard when they get there. The government of the United States appears to be quite good at lying to its own people; why not use all that experience against real enemies?
There is a lot to ponder. None of it is simple, and much of it begs deep moral questions.
